Why can't I copy the transcript in the YouTube app?

The app shows the transcript in a panel that doesn't let you select text, and YouTube's mobile website has no transcript at all. On a computer you can select and copy it by hand. Puley gives you the full text on any device.

What if a video has no Show transcript button?
